HipCity Innovation Centre has intensified efforts to promote citizen participation in urban governance through a series of community outreach campaigns under the From Charter to Change initiative, taking the Bwari Residents’ Charter of Demand on Urban Development directly to residents in Dutse and Ushafa wards.
The awareness campaigns were held on Tuesday, 28 July 2026, at Sokale Junction, Dutse Alhaji, and on Thursday, 30 July 2026, at SCC Junction, Ushafa, with support from Heinrich Böll Stiftung (HBS).
The outreach followed a two-day training that equipped youth leaders from the ten wards of Bwari Area Council to monitor public projects, advocate for improved service delivery and report on urban governance.
HipCity staff and trained community representatives engaged residents through one-on-one conversations, distributed advocacy materials and encouraged citizens to take ownership of the Bwari Residents’ Charter of Demand.
Across both communities, residents highlighted similar development priorities, including improved roads and drainage, reliable access to clean water, functional primary healthcare centres, better public schools, effective waste management, street lighting, community security, employment opportunities and vocational skills for young people and women.
Many residents expressed optimism that the Charter provides a structured platform through which communities can engage government more constructively while tracking the implementation of development commitments.
The outreach also reinforced the role of the newly established Bwari Youth Governance Trackers, who will continue documenting projects and monitoring service delivery across the ten wards of the Area Council.
According to HipCity Innovation Centre, the campaign reflects its commitment to strengthening citizen participation, improving accountability and ensuring that community voices remain central to local governance and urban development.As the campaign continues, HipCity plans to expand community engagements, support evidence-based monitoring and publish regular citizens’ reports on governance and development across Bwari Area Council.
