Advancing Inclusive and Sustainable Urban Development in Nigeria’s Federal Capital Territory

Bwari Area Council, a rapidly growing urban node in Nigeria’s Federal Capital Territory (FCT), is emblematic of the pressures facing Nigerian cities —rapid population growth, informal development, failing public services, and the exclusion of vulnerable groups such as women, youth, and persons with disabilities (PWDs).
This Residents’ Charter on City Development is a result of robust focus group discussions (FGDs) facilitated by HipCity Innovation Centre with diverse groups across Bwari Area Council between March to July 2025. The Charter outlines their lived experiences and proposals under four critical themes: Housing, Urbanization, Transportation, and Basic Services Delivery. It serves as a people-centered advocacy tool to demand responsive governance, inclusive planning, and equitable service delivery from local authorities, urban planners, and federal actors. It also aligns with Nigeria’s development aspirations under the Sustainable Development Goals (SDGs), especially Goals 1, 5,6, 9, 10, 11,13 and 16.
